...always argued, what would you do? !Replace them with a more efficient crew? Or 2. Lock the place up and walk off? Keep in mind, that 2 is not a viable option because it's our country i'm referring to!
 
I'd vote them out of office and start a national petition that would send a message to them.
 
Separate them. Have them work different shifts, or in different locations.

That is assuming they actually do the work. If not, then fire them and hire someone who will work.
 
I think the situation is valid for A.F.R. Announce to them what they did. Fire them. then Replace. Repeat A.F.R if occurring again.
