it says you only need parental consent for a minor 17&under, i think?
 
Yes, you cn, but there are more things to consider than age. Even though you are 18, unless you are finacially independent in every way...your parents still have a say over you. If you live with them, or they make your insurance payments, or pay your bills...you are their dependent and they still have a say. Of course, if they dissaprove, you would be very wise to listen to them...even if you are totally independent. You want to maintain a healthy relationship with them. If you are truly an adult, you have to right to make the decision. If you are still their dependent, you can defy them, but that would surely be very destructive to your relationship. so, think about it.
 
Yes , you certainly can. You are an Adult in Mexico at 18.
