I'm a U.S. citizen, i plan to travel with my 2 months old daughter from Tijuana Mexico to Mazatlan, i have a passport but i am unable to get my daughter one because the dad needs to sign in order to get her passport.i wanted to know if she needs one from Tijuana to Mazatlan???
