In the twilight series, why do Jasper and Rosalie both have Hale as a last name?

It says that Jasper's original name was Whitlock. And that Rosalie's was Hale. But then later on it says: Jasper and Rosalie Hale.
And why don't they have the same last name as the rest of their family? Why aren't they referred to as Cullens?!
