I agree. By decent, I mean something good enough for the average user. Something for like internet, music, word processor, maybe watching a movie.

Not hardcore gaming or insane video editing

My opinion of a decent PC would be something like:
P4 @ 1.8GHz
Somewhere around 512megs of RAM
And some fairly decent integrated graphics
 
One that knows when I am sad and won't bother me asking if I want a cup of coffee.

it really depends.

If you want to go on internet, view photos, you only need a single core cpu and 256-512 mb ram.

but If you like games or video editing, you'll need a much more powerful system.
