i received this letter from the police the other driver was being prosecuted for driving without giving due care and attention, but the case was dropped. does this put me at fault for the car accident

circumstances, it has been decided that the available evidence will not support a successful prosecution in
the Criminal Courts. I have nevertheless pointed out to the other party involved that their driving has fallen
below that expected of a competent and careful driver.
You should know that this decision does not prevent any further actions through the Civil Courts should you
