Internet download speed slower than advertised?

Ive been paying for 1.5 mbps for years. Whenever I download a file, Firefox download manager says Im downloading at ~160kbps.

Please do not tell me to contact my internet provider or give me the typical useless Y!A answer. Please answer if you actually know something about networking.
 
maybe it's just a piece of shit comp or maybe you should do what any smart person would do and contact your internet provider or you computer manufacturer
