Internet Explorer is running with add-ons disabled and I can't enable them?

I recently got a massive spyware attack on my laptop. I went out and bought "Norton Internet Security 2009" and installed it. This took some time but cleared all the spyware (as far as I can tell). However, once all the spyware was removed I opened Internet Explorer and was met with the message that it is running with add-ons disabled.
The two options IE give for enabling the add-ons are

a) Close IE and re-open it
b) Click tools - manage add-ons - enable add ons

Unfortunatelt closing and restarting IE did nothing to solve the problem, and when I click on "tools" the "manage add-ons" option is greyed out and so can't be clicked.

Any ideas how I can resolve this, as I currently can't do simple things like watching youtube videos?

I believe your norton internet security is causing problems. What version of windows are you running? You need to find out if your version of norton is compatible with your version of windows. If it is, you might need to uninstall norton, and see if ie works then; if so, try another install. If it still doesn't work after you reinstall, then it's possible that your security is causing problems. Have you tried to download firefox and use that instead. It's a much better browser and you might have less problem plus there are hundreds of add-ons.
