Internet Explorer Will Download & Install On My Computer But the Browser Don't Work?

When I download then Install IE7 then I restart my computer Internet Explorer 7's Browser will not pop up. If anyone can help me out I would appreciate it.

Try opening IE7 manually, and if that does not work get Firefox.
