Internet options won't open from the tools button in internet explorer...?

When i click on internet options from the tools button on the menu bar at the top of internet explorer, i get a message saying 'this operation has been cancelled in effect on this computer, please contact your administrator'

i think i am the system administrator though

i have tried everything, i have searched the web, searched this site and still i cant get on internet options

please please help
