Internet & phone for soldiers stationed at Camp Carroll Korea?

My husband is stationed in Korea (camp carroll). Can anyone recommend a good VOIP provider? The local korean internet service offered is expensive and does not include phone service. Any help would be appreciated. Thanks!!
