Internet Pirating Cops ?

Its been going on for a long time everyone does it unless you don't know how. But people don't want to pay for anything I am not just talking about music I am talking about adobe products and stuff like that. The USA right now is to poor to look for us. It was on google news. Anyway why do cops spend all these resources to look for people that do this. In the end it cost more to find us then to catch us. Why don't they look for real criminals that hurt people. As in they internet cops. Which is in the CIA i believe section of the law I might be wrong though. As of right now I said before USA is to poor to care but before they looked high and low for people.
