interstate trivia, blue stripes on fence?

i live in Indiana, and when i'm going down the interstate, i always see these blue strips on the fence. some are horizontal and some are vertical and some times both together. i have asked several people and no one knows. thanks if you can help

I don't think it has anything to do with the interstate...so you might want to talk to a farmer as most of the fences along the interstate belong to them.
