iPhone 3GS/3G latest update, iOS 4 trouble?

I have just recently updated my iPhone 3GS to the new iOS 4 software. I am missing some of the features that are suppose to be included. Such as, Folders, Home Wall Papers, Multitasking, and some of the others?
What should I do?
