Iphone 4s won't let me sync ringtones?

I have been trying to sync a ringtone I created on an app i downloaded on my iphone. I have followed their tutorial but it won't let me sync it at all. Any suggestions? Oh, and it is listed as a ringtone on itunes and it is in m4r file.
 
I think you should make a ringtone on the computer instead then transfer the ringtone using iTunes and then just set it , it will be way easier, google ringtone maker there are lots of good online sites
