iphone doesn't work after 4.o update?

my dad has a pc computer and he just updated his phone to get the new 4.O software , but after it updated it won't turn on and there is this sign that shows the phone plugging into itunes. what should he do? he's really freaked out! please and thank you!
 
it's suppost to do that at the end of the 4.o update, happened to mine.
 
plug it into itunes, and then hold both the power and home buttons for 10 seconds
 
Plug the phone back into the computer via the cable, go to itunes and click on restore. This will restore your phone to its original state. Then you can run the update again. Make sure you back up your phone when it asks you.
