at&t has the iphone but t-mobile sim card works with at&t phones.

Legally it's a lie. However if you have time you can always jailbreak your iPhone for the low risk of losing your manufacturers warranty

Never, BUT you can buy unlocked iPhones(usually on eBay) to put a T-Mobile SIM card into, unless you want to buy a one and unlock it yourself, which is not recommended.
