Is 1999 Mitsubishi Galant GTZ good for beginner tuning?

I'm a student living in Connecticut. Currently I want to buy a sleeper for very basic, apprentice-level legal races and also for going around.

After browsing many cars, including sport cars such as Celica, 3000GT and potential sleepers such as Accord V6, I'm very interested in 8th gen. Mitsubishi Galant GTZ. With circa. 190 hp 6G72 engine, it has the potential to be upgraded to double the output with chargers. The car has a very good form of sport cars yet stayed under the radar, in this way I can avoid other racers who really want to race with me badly.

Since I'm largely spending my parents' money, it's a good idea to spend 10,000 or lesser for such a purchase. I'm planning just to add some very fundamental aftermarket visual parts such as a body kit and a roll cage, and upgrade the engine's intake / exhaust system a little bit to get it ready for a turbo (not financially ready for turbos yet).

I never systematically learned about car tuning and never did anything on myself. So I'm absolutely a newbie.

Do you think that purchasing a Galant GTZ for such a purpose (beginner, very basic tuning) is a good idea? If not, which cars are good for this purpose?

Do you think that tuning the car by mainly focused on engine intake / exhaust is a good idea for a beginner?

I'm a responsible driver. I never text / talk on cellphone / adjust GPS when driving and I don't race illegally on street except in Need for Speed.
