Is a 26" bike too small for me?

I am looking for a good, Single-speed, road bike. I saw this one on Craigslist, that was 26" and it I loved the bike. But I am 4 foot, 11 inches. Is this bike too small for me? Is it to BIG for me??

PlLEASE HELP ME!!! I don't own a bike and school is almost out for summer vacation, and I won't have a bike.
 
Common misconception. It's NOT a 26" size bicycle. The wheels size may be 26" but the FRAME size appears to be one for a very tall person.

Also, I would NOT be looking for a single speed or fixed gear bike. Very difficult to get up hills & ride against a stiff breeze. Look for a smaller frame size in a bicycle that has gears. See photos on links below. Both bikes are Gary Fisher Tarpon MTB's my son had. 1st one has a 13" frame, 2001 model. 2nd one has an 18" frame, 2004 model. BOTH have 26" WHEELS!
