I was searching for a new smart phone, I don't know what is the best OS but I like the android, what you think about it?

I found some mobiles like Motorola Milestone they write 2,1 upgradable.
and in general the new 2,3 phones are more expensive, so what is the condition so I will be able to upgrade the android, and I don't plan to pay so much what is the best middle price android you suggest ?
