I've been wanting to buy some anime series, I have both DVD and BD player (on PS3) but I don't actually own any BDs yet. My friend brought her Captain America BD and we watched it but honestly the video quality didn't look any more marvelous than the DVDs I have. (Though I don't have a Hi Def TV)
Anyways for anime is the video quality really better on BDs than DVDs? (also would an HD TV make a difference?)

BDs have five times the storage capacity of traditional DVDs. That means they can hold more detailed pictures which is impossible for a DVD. And they can have more frames per second allowing for a smoother picture along with several other features DVDs don't have the space for.

And yes, you need an HDTV to see the difference.
BDs have 1080p information encoded on them. So they are mean to be played on a HDTV which can read 1080p (and some of the older HD models read 720p).
A regular TV is 480p which is the same as DVDs (there's also lower amounts such as 360p and 240p for both).

So even though you're watching a BD which is 1080p, when you play it on a regular TV--the best it's going to show is 480p. Which is exactly the same as if you played the DVD of Captain America.

It's like buying a Ferrari and filling it with regular unleaded gasoline. :/

Anyway, yes, there is a BIG difference with anime. Lines are crisper and movement is smooth. You have not lived until you have seen a Studio Ghibli/Miyazaki movie in BD on an HD. The amount of detail those people put into every single frame, every single hand-painted background....that is the way to appreciate art.
