is directv by at&t or is it by someone else?

Please forgive if I'm not answering your question, but is so poorly worded that I can't be sure exactly what you're asking. AT&T & DirecTV are two separate companies. That said, separate companies often enter into agreements to bundle or combine their services to their customers.
