Is drawing on cars windows with window paint illegal?

Is it illegal to draw on other people's cars with them knowing / being aware that it is a joke? Nobody is drawing anything offensive at all. Just funny pictures. And the paint is washable. It happens in parking lots at public places. So is it illegal?
