Is hacking into the Samsung Impression, better yet any cellphone illegal?

Now, some guy at AT&T told my parents that the Samsung Impression is a smartphone with app capability (I WANT MY APPS!)... THE SAMSUNG IMPRESSION DOES NOT HAVE APP CAPABILITY LIKE I WANTED... I saw some website with free .jar file apps and i want them. I'd have to hack into the master key and that crap. Is it illegal???
