is he lying to get me to talk, or is he a jerk telling the truth?

So I was talking to my school counselor about problems, etc. And I had a hard time expressing what I wanted to share, and this is the 2nd time it has happened where i'll try to share but wont. So he was saying that he's been breaking rules for me: he said he's not suppose to call me in more than once a week and he was doing that for me. Then he was like we're only alallowed 20mins with each student and said I waste 16mins trying to avoid the problem. Then he was like I think 50% of you has a problem and the other 50% you;re trying to makke a problem up! Now im really pissed! But was he lying about how he can only see me once every 2weeks and the 20min thing? Cause aren't school counselors there to help? Is he a jerk and telling the turth? How can I find out if the policy is true?
