Is he not interested, if he rarely initiates?

There's a guy I am dating who hardly ever initiates dates. There has been a couple of times, but I feel like I do it more. He does call and text me first about 90% of the time, so I'll give him that. I know he's a bit shy, but around me, this guy can talk up a storm.

Should I keep initiating hangout/dates? For the most part, he makes himself really available to me, and never says no about hanging out, even if it's last minute.
