Is it generally cheaper to use public transportation as opposed to owning a car?

I will be moving out for the first time in my life sometime in the fall. I currently live in a small town in Texas and will be moving to Seattle, Washington. I don't own a car, and quite frankly want to save up all my money for the move and for settling in. Instead of worrying about getting a car, I was wondering if when in a major city, I should just take advantange of the public transportation and use it and walk whenever possible, instead of owning a car and paying insurance on it. Would that be a good idea? Would it be cheaper to walk whenever possible and use public transport instead of buying a car and paying insurance on it?
I'm really all new to this so whatever you can tell me would be most helpful.
 
Public transit is good in Seattle as long as you live in-town. Out in the suburbs you might as well own a car. I would recommend biking as Seattle is a good bike town when compared with other places. Seattle also has a lot to do in-town so you wouldn't need a car to go someplace outside of town.
 
You can't even park a car in any downtown area for the price of bus fare. When I was relatively close to bus stops, I left my car at home, and that saved on parking, insurance, and gasoline.
