Is it illegal to copy someone's game idea and turn it into a iPhone app?

I'm looking to create this game on the iPhone that's really fun on the Wii and I was wondering if it's illegal to kinda take their idea, change some things up (characters, props, etc), and publish it on the app store. At the end of the day it's still the same idea. I was wondering if this is something I'm able to do?

And also if it is plagiarism, why do I see so many apps on the iPhone that have the same idea but different content? Wouldn't that be plagiarism?
 
Yes. If you can write the code that mimics another games' basic strategy, you can create your own game. Just as a songwriter begins by cording his or her favorite songs by ear, a programmer begins by copying the basics of code provided by predecessors, adding inspiration of his own creation, and shaping it from there. That's not plagiarism. That's how inspiration works.
