Is it illegal to unlock a cell phone?

I sold a used Blackberry Tour for Verizon on ebay. I got the phone from my brother who used it for about a year and I only used it for a couple of months. I sold it on ebay about a month ago stating that it was a verizon phone.

I got an email this morning that the buyer could not unlock the phone and she wants a refund. First of all, is it illegal to unlock a phone? And second, it's not my fault that she couldnt unlock it. My description of the item was 100% accurate. I have e-mails from her saying that the reason she cannot use it is because she cannot unlock it. I sent her an e-mail telling her that "my description was 100% accurate, I do not accept refunds (as stated in the description) and that she should have purchased a phone with her carrier to avoid this".

I'm pretty sure that e-bay should find in my favor - what do you think? Again, my description was 100% accurate. She's also already left me positive feedback about 2 weeks ago.
I did not advertise it as being unlocked or unlockable

There is nothing illegal about having your phone unlocked to use with another service provider. In fact, your service provider will give you the unlock code if you request it and meet certain eligibility requirements. Just make sure before you unlock the phone that the provider you are taking the phone to uses the same technology type as your current provider (T-mobile and AT&T ) use it according to the the network you residing . Like that i got the unlock code here unlocking4free & unlocked my mobile & got nice solution & its not illegal .
