Is it legal to accept money in order to marry someone?

Someone I know was offered something like $20,000 a while back in order to marry some girl so that she could get citizenship in the US or whatever. (Not sure exactly what went down, but it was something like that.) He declined the offer, but it made me wonder, are arrangements like this legal?
 
Nope, only low-class people do this, but its still illegal in UK And USA. Not sure about the other countries though !
