Is it legal to make DVD backups of out of production VHS videos in Canada?

I live in Canada. A friend of mine has some VHS videos from the early 1980's. These are videos from a church ministry that no longer is in production, so you can not purchase DVD versions. What they want to do is make DVD backups. They have purchased a VCR to play them but one day they will wear out and they would like to make sure they won't lose these videos. Is this illegal?
