Is it legal to rent video games and consoles?

There is a place near me that rents out their Xbox 360's and games for them. They charge 10 dollars an hour and offer a pretty good selection of titles. My question: Is renting video games and/or consoles to play them on, legal? If so what are the legal requirements that must be met for such a business?

Did you ever find out an answer? I've never seen a place that does it, so I've been trying to find an answer to this for a while. I would love to open a place that does it.
