Is it legal to sell Verizon dsl modems?

I've seen people put a few on craigslist and I just want to know if it's really legal to do that since it came from verizon. I'm going with another dsl company and thinking about selling the old one that I got from verizon when I get my new modem since I wouldn't have any use for it and try to get some money out of it. I don't know if I can actually do that or not.
 
I'd ask Verizon.

If they sent the people their modem, and then the people changed ISP, and Verizon didn't ask for their modem back, then maybe they don't want it anymore and it's OK.

But who knows, with all the criminal-minded people in the world today, maybe they actually stole those modems, or pretended it wasn't working (just unplugged!) and let Verizon send them a new one, which is kinda still stealing.

But the definitive answer has to come from Verizon. Call their customer service.
