Is it possible for a device that can track your texts? Rumors in highschool?

So supposedly we got some kind of device than can detect text messaging and can somehow trace it to a name via provider.
Does this device exist or is it just hype?
and is this legal? someone said its cause cells arent suppose to be used on school property so then it becomes the school which can check through your phone.
 
I doubt.

But you can always try to see how well it works :-)

It is much simpler to block all cell phones inside the school than trying to detect text messaging.
