is it possible to create constant newbie type muscle gains?

i have read that as long as a muscle is fed adequate nutrition it will not regress for 3 weeks but i also read that it takes 3 weeks for a muscle to forget an adaption. now my theory is if you workout say 4 to 6 weeks maybe 8 then rest 3 weeks would that almost stimulate a constant adaption reset but allow you to keep the gains made and have constant newbie like gains?
 
bro you would do better changing your workout every 6-8 weeks to get the shock effect your chasing
