is it possible to get an iphone 4 without a 4g?

i want to get an iphone 4 for my first real phone but cant afford the data plan and i would just like it to have phone capabilities with apps and a camera and Wifi instead of 4g cause i don't travel much so i don't need the internet until i have Wifi so can anyone tell me it would help a lot thank you

I think you still need a data plan to make calls. you would get 3G, not 4G, apple hasn't added 4G yet to there devices. if you just want apps, calls, wifi, etc... then just get an iPod touch 4g. you can do everything and iPhone can even make call and text, but only if you have wifi.
