Is it possible to increase C: partitioning without actually formatting it?

I have a PC that I brought about 5 years ago. It has only 40 Gb hard disk space. Since I wasn't much of a techie then, I had my PC installed by an engineer. That fellow partitioned the 40 Gb into three drives, with C: containing only 10 Gb usable space. But now with Windows and Anti-virus updates coming now and then, there is merely 1 Gb free space left on the C: and it is constantly decreasing. This will eventually slow down my system or hang it. I've run the disk clean up, have cleaned all restore points, have fragmented the volume, deleted browsing history and tried every other clean up option. What can I do to increase the space from 1 Gb to about 3 Gb or so? The D: and E: on my PC still have about 10 Gb free space.
