Is it possible to use any of the google android phones with WiFi only?

I'd like a phone that makes calls with Google Voice and connects too Apps Marketplace through WiFi without a cellphone contract. Would any of the existing android phones work like this? Are there dedicated phones that do the same thing, aside from Skype based solutions?
