Is it true that cats only pee when their bladders are completely full?

I have heard that cats will only pee when their bladders are totally full. My boyfriend had been holding my cat in his lap for a long time and she started peeing on him. She never pees anywhere other than the litter box (maybe once in the entire time I have had her). I thought maybe he held her for too long (she wanted to get away) and she just had to go really bad.
 
My cat always waits till I put fresh kitty litter in his tray,works everytime.
 
i always figured they were like people in that respect, they go when they feel the need, and sometimes the bladder is completely full and sometimes it is not...
