Is it unethical for a teacher to discuss another teacher in front of her class?

It is unprofessional and unwise. Ethics would involve betraying a trust. So unless there is some confidence that is being disclosed, no.
 
Is it good or bad? is she making remarks that are neutral and in a professional manner? Or is she criticizing her in an in-professional manner?
 
What do you mean "discuss?" Here in California, it's not uncommon to have teachers talk about each other, but they don't do it so much in a negative sense.
