Is it worth $3500 to buy a 1994 SAAB 9000CS HB (174000KMS)?

Hello everyone,
I am going to get my first car. Now I am forcusing on the saab 9000CS hactchback, I saw one dealer sell it for $3500, no RWC. It is 1994 or 1995 model, auto, has done 174000kms. Accident free, no electrical problem, log book, full service history, if buy with RWC, have to pay about $400 extra. I think if i negocicate, i can get cheaper.
Do you guys think is worh to get this car for under $4000? I thought the european cars come with good quality and reliable.
Also, will it too expensive for the maintenance and the service for this car?

Although they will run forever it will need a lot of expensive regular maintenance. Good price but remember if in accident under 3000.00 it does not have to be disclosed.
