Is my fish tank overstocked?

Hey.

I own a 28L fishtank.
But my question is, is it overstocked?

1 Black Moore
3 Minnow fish
1 Red cap goldfish
1 Bog standard goldfish

If anyone could please answer i would be greatful.
I once got told that fish grow to size the aquaerium. Is that true aswell?
The fish are little babies.
 
It doesn't sound like it but it depends on how big each fish is. I would not suggest anymore fish because all of these have potential to grow somewhat large.
 
sounds ok for now but you may want to get a larger size tank in the future
yes in some cases some fish will only grow to a certin size depending on the tank it the press that cases it
