Is my internet suposed to be this slow?

I have dial up as my internet connection and its speed it 24kbps. I noticed that when I try to download anything, it usualy seems to go 2 to 1 kbps. Is there a way I can use all the incoming data to focus mainly on the download so I can download files ~24kbps? And if theres no way to fix this, why is it so?
