depends on what type of suv it is. dodge or chrysler? yes could be. because it has an external solinoid valve control unit that the tcm comtols. anyather make. probly not. the shift solinoids rely on the movment of the reed vavle. not the tcm. the reed vavle is linked directly to the shift solioid and somtime even the linkage itself. drop the trans pan. find the reed vavle the the valve bodyabove that you will have a shift solinoid somwares. ( if not directly linked.) take a jumper and trigger this solinoid wile in nutral. if the reed valve moves freely then its not the solinos. probly a bad clutch plate or band. if you do not have an engine light on than the chances are you need some serious repair work. if you do have a mil. illumitated than cheack the codes. depending on what those codes are can tell you ware to look. but tcm usually dose not prevent the vehicle from moving. all electronicly controled tranmisions have a default fail safe mode. called limp in. it wil usualy lock you in second gear so you can make it to a shop or warever you need to go for repair. almost never dose a tcm stop the trans from working all together.
