Is Nokia's Ovi application free?

I just bought a new Nokia phone today. I have a plan through AT&T. I was just wondering if it is free to download things via the Ovi store. I took notice that some of the apps you have to pay for, but most are free. I am understanding that all it charges is data time, which is ok because I have an unlimited data plan. Is this correct??
