Is one person's rant another person's impassioned speech?

harangue: a loud bombastic declamation expressed with strong emotion .
Just a wild rambling verbal attack on something or other.

An impassioned speech would be a measured, structured emotional speech about something you passionately believed in.
 
It seems anybody who speaks passionately at length and with detail has the speech labelled either a "rant" indicating disagreement or an "impassioned speech" indicating agreement. So is rant another misused word ?
