Is PDA punishable at the mall?

Well was he a cop or a mall cop?

Mall cops have one job, stop the kids scaring off the customers. Kids have no where else to go but the mall, but the mall is where they get harassed.
 
Ok so my boyfriend and I were at the mall today and when he had to leave I gave him a long peck on the lips, no tongue or anything too much, but afterwards I saw a cop give me a very scary look, i was nervous he was going to come up and chew me out. Can mall cops punish you for such little pda like a long kiss?
 
No.But maybe since kids are there.. or maybe he has never had a girl before and thinks nobody else should if he can't.
