Is she whining because she has to use the bathroom?

I just got a new basset hound yesterday and I have noticed she whines a lot!

Immediately I realized she has had little if any potty training ((she's about 6 months old or so)) so put her outside for about a half hour or so at a time but all she does is sit at the door and whine. Earlier I let her in and not two minutes after I let her inside she peed on my carpet!

I really think she has things backwards and thinks she has to pee inside and not outside. When I take her outside and she'll walk around for a few minutes then come sit at my feet.
 
She has anxiety from being in a new place.Take her back out if she pees as soon as you bring her in. Even if she doesn't have to do anything she will get the idea. Maybe you aren't staying out with her long enough.Sometimes they will catch on easier if you go out with them.You need to praise her when she does her business outside and teach her the "Go Potty" command.
 
Well, she's still getting used to the new place. When we first got our basset hound, we had to go out with her. I usually take her out to do her "business", I just wait and stay outside for a little. She knows when to go, first she'll start doing a funny low whine and then we'll ask her if she has to go and she'll start pointing her head toward the back door. You just have to give her some time and stay with her. You said she peed afterwards but our basset sometimes whines too if she wants to play or eat. She might be trying to say something else too. {Obviously not in that occassion but maybe some other times}

You just got her yesterday and you expect her to know where she is supposed to go potty? wow wouldnt it be nice if babies were born and on day 1 knew how to change their own diapers? ok so realistically you are looking at atleast a week or 2 for your new puppy to get used to being in a new home and having a new owner getting familiar where to sleep and pee and poop its a very stressful experience for a pup to move from one home to another. Dont leave your new puppy outside by themselves , poor thing is scared and thinks your gonna abandon them if you want to train her to go outside then you need to go outside and stay with her and teach her to go and praise her when she does then as soon as she is done take her inside that way she will know what it is she is supposed to do. Was she piddle pad trained prior maybe that is what they are used to. whatever you do dont send negative energy towards your dog they can sense that and will only make them more nervous. patience is key with a new puppy .Good Luck!
