it is my understanding that the 'war' or conflict began as a result of a drought and decrease in natural resources causing a migration of peoples into areas otherwise occupied. While some in urban areas were able to trade and take jobs that were accepted, many were not. Those in rural areas were accused of crimes, and (as happens across the world) those who were new or foreign were accused.
A decrease in resources, (from increasing people) led to political factions, polarizing groups and alliances each with their own agenda's. Those with power, money or resources (read guns) began to turn on those without... at this time, quote: "an alliance of 27 Arab nomad tribes and their declaration of war against the "Zurug" (black) and non-Arab groups of Darfur. The response of the Fur was to form their own militias, at first for local self-defense".
So, while it began as a resouce issue, it has not degenerated into a 'cleansing' or genocide.
yes, it is considered a genocide because the leaders in government support the killing of other sudanese citizens who are different from them opinion-wise and/or religion-wise. it's a type of ethnic cleansing, which i think is what they used to call something like that before it was called genocide.
