Is the samsung impression a smartphone?

I have the at&t $60 unlimited talk and text but for $50 you can get unlimited talk, text, and web as long as you dont have a smart phone...

during conversation someone mentioned that their pretty sure it's not a smart phone.

I tried googling it with no luck.
